Q: Where is the best place to buy an inexpensive used Jeep in Illinois?
I want a used Jeep Liberty but I only have about $5000. I could spend up to $7000 but I would like to avoid that. I have started researching and of course Liberty’s are one of the most expensive Jeep models so I also need suggestions of other models or cars that are similar please : )

Q: Car seat confusion in Illinois..?
My son is 3 years old at 3′9 and 42 pounds a nurse told me he should be in a child saftey seat, being the size he is I bought him a booster. Im not sure what one I should be using. Also I read a book on infants a lil over 3 years ago and it had mentioned the safest spot for a child is passenger side rear of the vehicle, but ive been told drivers side rear and never middle. Im going on a long trip with him this winter and I’d like not to screw up our vacation with a fender bender and him end up hurt due to my fault. Worst comes to worst before the trip I will take the car seat to our local hospital to double check with them.

A: Okay, at his age and weight, he should still be in a 5 point harness seat. He is not yet ready for a booster seat. The purpose of a booster seat is to lift the child up so that the vehicle belt fits them properly. If they are in a booster seat (or nothing at all) and the seat belt is not fitting them correctly, the seat belt can actually kill them, rather than save their life. Children should always ride in the backseat, the safest spot in the backseat for a car seat is the middle, assuming you can get a good install there and it is allowed by the vehicle. I’m not sure where you heard never middle, or why it was said. Middle is the safest because side impact crashes are generally the most severe and the middle seat offers more protection even than the outboard side opposite from the impact. For a child in a booster, the middle should only be used if it is a lap & shoulder belt, never lap only.

Some good seats that I would recommend for your son:

Graco Nautilus: this seat will harness to 65 lbs and then becomes a booster seat until 100 lbs.

Evenflo Generations 65: Harness to 65 lbs, booster until 100 lbs

Safety 1st Apex 65: Harnesses to 65, boosters to 100 lbs, MUST have headrest behind seat.

It’s always good to get car seats checked, 9 out of 10 are not installed correctly. However, I wouldn’t recommend just taking it to the local hospital for them to check. They are not necessarily certified car seat techs. You want someone who is certified by Safe Kids Worldwide. Go to http://www.seatcheck.org to locate an inspection station near you.

Q: Please help me with a car seat question?
My son turns 3 years old on the 19th of this month. He weighs 32 pounds, not sure how tall though! I have the Alpha Omega Elite car seat that goes 5-100 pounds. Right now he is just forward facing in the 5-point harness. Is this correct? When do you use a booster with a seat belt? I live in Illinois if that makes a difference. Thanks!

A: Don’t put your child in a booster seat until you have to. The bare minimums for booster use are 4 years old AND 40lbs, so he doesn’t meet those yet. Yes, I know, the box says 30lbs, that’s for those rare children who make it to 4-5 years old and are still only 30lbs. Experts recommend keeping kids in a 5 point harness as long as possible, preferably to at least 5-6 years old. Here’s the only problem you’ll hit, if you haven’t already without knowing it, the Alpha Omega Elite (AOE) will not keep most kids harnessed to 4-6 years old. The average sized child outgrows the AOE at 2-3 years old. Check to make sure he still fits. Note that the highest headrest/harness position is for booster use only, not for the harness. It is not reinforced for harness use. And when the box says 100lbs, also note you have to stop using the harness at 40lbs. And to continue to be the bearer of bad news (sorry) the AOE doesn’t make a very good booster seat. It doesn’t position the belt well, and doesn’t adjust tall enough.

So, check to make sure your seat is nOT at the highest harness setting – you can even look on the back of the seat – in bold print it will let you know not to use it for the harness mode. If he’s already too tall for it, it doesn’t mean he has to use a booster, the harness slots on the AOE are incredibly short there’s other seats that will still fit him.

Graco Nautilus is a great choice at $150 or less- harnesses to 65lbs with 19″ top slots keeps most kids harnessed to 6-7 years old, and then it makes a GREAT booster seat with side impact protection. Will be the last seat he needs.

Britax Frontier is great, but more pricey at $279 though currently on sale until the 16th for cheaper, check online. Harnesses to 80lbs with 18.75″ top slots. very comfy seat, Tallest booster currently available once the child outgrows the harness.

We also now know the spine is not solid until age 6.

So to sit in a booster and use just the seatbelt like an adult (basically a booster just fits the belt to the child,so it’s essentially the same), they need to be able to not have the lapbelt cause those injuries, have the head proportionate like an adult, and have a solid spine like an adult. kids under age 5 have higher rates of head injury if they are riding in boosters than kids over age 5 (presumably because younger kids have heavier/larger heads in proportion to their bodies, so they fly forward farther or with greater force, thus incurring greater injury if/when they come in contact with vehicle interior or intrusion?).

Q: Can a car insurance company continue to remove money from your bank account ?
I gave one insurance company in Illinois a check over the phone for one time use which I told them over the phone. Well a week later they took 130 dollars out of my bank account. I called and they denied it this happened 2 more times with the same ammount and fianlly the 3rd time i went to the police and they told me they were not doing anything unlawful because they were giving me a service in return. Is this true and why are they allowed to remove money out of my account without permissiion?

A: Dispute the debits with the bank. Tell them that you did not authorize the insurance company to charge your checking account.

If you do not pay the insurance bill and do not allow it to be taking from your checking account, they will cancel your insurance and it will be illegal for you to drive.

Q: Does anyone know where to find portable DVD players that go on the back of the car headrest?

A: I have used these and they are a fantastic buy and well worth the money i can assure you. It keeps them amused for hours and they often fall asleep after an hour of watching them. If a person is left to house sit and uses the garage door that does not have a sensor and the garage door and car make contact is it the person’s legal obligation to pay the full amount to have it fixed? Is it a law that the garage door should have had a sensor? How long can the owner of the garage door wait to have the person pay it? A: Yeah, that would be nice. But if you look at the DMV site: http://www.dmv.ca.gov/dl/dl.htm it specifies the certificate issued by the CHP associated CMSP, not merely the MSF course that the CMSP course is based upon.

I was hoping to find a way to make it street legal. If it were to be classified as a motorcycle then it would need headlights, brake lights, a horn, and much more, however I was hoping to get around that by classifying it as a moped.

Traditionally, mopeds are vehicles that can be pedaled like a bike or ridden like a motorcycle, however it appears the state of Illinois only has four requirements that I could find. The engine must be less than 50cc (no problem). Must not be able to exceed 30mph in the distance of one mile (no problem). Drive system must not require operator to shift gears (no problem). Equipped with a motor that produces 2-brake horsepower or less (minor problem).

The scooter is listed by the manufacturer at 2.5HP, however there is no specification as to what sort of horsepower this is (brake, effective, or otherwise). Also, the scooter has been somewhat heavily used, so I doubt the output is still above 2HP, however that would not be easily verifiable.

Also, in order to make it street legal I must get a license and insurance for it, which also means I need to get a title. Now, of course, there was no title to begin with, so I’m not sure if I need to file for a lost title or if I need to go through some other process. For a lost title, I believe you need proof of every owner up to the manufacturer, which is another problem. I can get a testimony from the person I got it from, and he could get one from the guy he got it from, but that guy won the scooter in a raffle, so he has no proof of purchase or anything? Would a testimony saying that he won the scooter be enough?

Also, I know on a car title there are items like mileage and VIN which I’m not exactly sure what I would put. For mileage, I would imagine that I might be able to just list it as “Not Available”, as I’m sure there are plenty of cars without working odometers or motorcycles/mopeds that never had them built in. As for the VIN, I read that there wasn’t even an industry standard until the 80’s, so it’s not something that is heavily regulated. There is a serial number which would be unique to this specific vehicle, so I am wondering if that would suffice. Also, what would I put for the year? Just the year they started producing these?

I know this is ton of questions, but I really want to beat this thing. If anyone could shed any light on any aspect of this, it would be greatly appreciated.
Well, I spent a lot of time today on the phone with various state departments, and I think I’ve gotten it figured out. I talked to a person from the Secretary of the State’s office, the department of title and registration, and while the laws concerning mopeds and what defines a moped are somewhat vague, there is nothing that directly outlaws it. I also talked with an officer from the SotS’s office and he told me the same thing. I also figured out that I can get a title through it through the Bond’s office by getting a bonded title. I have to get the scooter appraised, and pay 1.5x that in a bond that I will get back in 3 years as long as no one brings evidence forth that the scooter was acquired illegally.

A: That will never be street legal, after you get your state requirement done then there are Federal and EPA ones to clear. And that toy can never be made to pass them all. That is why they have been outlawed in a lot of places.

Q: What can an out of state DMV do to me?
I live in Minnesota. 20 months ago lent my car to a friend and he drove through Illinois and used their Open highway toll system. My car obviously didn’t have a transponder. Last week I got a bill for 5 missed tolls. Included was a picture of my license plate. I think it’s silly they waited 20 months to bill me and I don’t want to pay because I was driving. A: Well, they can issue you a temporary Illinois driver licence. Then they can suspend it. That suspends your licence in every state in the Union, all territories, and all Canadian provinces and territories. When that happens, you will not be able to renew your Minnesota licence.
If you happen to drive into Illinois for any reason before that happens, you can find yourself enjoying a deluxe suite with chrome toilet and sink beside the bed in the Crowbar Hotel until you pay the bill.
You are responsible for your vehicle. Pay the bill, and collect from your friend, it will save you trouble in the future.

Q: My friend in Illinois is trying to get a driver’s license(in Illinois) but has no proof of residency?
He is 19, has graduated from high school there and lives with his dad and step-mom. A: Option A:

For “Residency/Personal Data”, the IL SOS website says “Any document listed in Group A, B, or C…” may be used to verify personal data.

An “Official Grade/High School Transcript” is listed in Group B.

Therefore, an “Official Grade/High School Transcript” that has his address printed on it.

Option B:

Have his parents draw up a lease (or download one from the Internet) agreement with him that specifies that he will rent his bedroom (or whatever) from them for $1 per month (or whatever). Keep in mind that if the payment actually happens, it might be taxable.

Option C:

The list of “unacceptable identification” includes “Verification by family members other than Father, Mother or Legal Guardian” and “Verification by non-family members other than High School Driver Education Instructor or Secretary of State Personnel”. Therefore, verification by his father and his “High School Driver Education Instructor” should be acceptable.

Option D:

To register by mail to vote in IL, if you do not have a “driver’s license number or State identification card number”, then “verification by the last 4 digits of the your social security number, a copy of a current and valid photo identification, or a copy of a current utility bill, bank statement, paycheck, government check, or other government document that shows your name and address” is sufficient to prove residence. Therefore, if he has his social security number and a “bank statement, paycheck, government check, or other government document” with his address, he can register by mail to vote, without having any other proof of residence. After he registers by mail to vote, he can then use the voter registration card as proof of residence to obtain a license.

A: In all states the owner is jointly liable with the driver for damages caused as a result of negligent operation of the car s/he own. If you let the insurance lapse before you transferred title you are personally on the hook. You do have the right to sue you brother in law (depending on your state’s laws) in the same law suit for his contribution and depending on your state’s laws to recover all or part of the damages from him. You need a lawyer.
